Samatata was a significant town in ancient Bengal. Samatat was spread over Comilla and parts of Noakhali. The present Sadar Dakshin Upazila was the most fertile and prosperous town in the state of Samatat.
In the absence of a single administrative authority in this area of about 300 sq km, the selection and implementation of development projects has always created a complex situation in the cycle of two-way administrative conflict between Adarsh Sadar and Laksam Upazilas, especially since 1974. He was demanding the formation of a separate upazila to get rid of the whirlpool of dual administrative complexity.
Finally, at the 91st meeting of Nikar, the area was declared as a separate upazila and it was published in a gazette notification dated 4 April 2005.
The main communication infrastructure of the country, the Dhaka-Chittagong Highway, which is connected to the Comilla-Chandpur National Highway, has been cut off from the heart of this upazila comprising part of Comilla City Corporation and 6 unions.
